Front brakes drag on 98 Jeep Grand Cherokee?

Hello, I have a 98 GC with 57,000 miles. It was a daily driver for a few years then it only got driven maybe 600 miles a year. I just turned 16 and this truck will be my daily driver soon. Anyway, the front calipers/brakes wont release entirely. They release to the point of it being drivable, but when the front end is on jack stands, it takes some muscle just to turn the front wheels. The pads are in decent shape. I'm thinking this could be old frozen calipers? The calipers do have slight corrosion/rust on them. But, I don't want to buy new calipers just to later figure out they are not the problem. Is there anyway of 100% concluding that this is in fact a frozen/malfunctioning caliper?? Thanks guys!
